Diversity @ OBDP

The diversity of the OTIA III Program is one measure by which the users and observers will judge the success of the Program. It is the policy of the Agency that OTIA III projects will be planned and constructed with the highest regard for diversity. The Agency has put forward diversity-related activities to achieve aspirational diversity goals, and recommended responsibilities for implementing those activities.

It is the Agency’s intent that Diversity be a team effort, encompassing all persons and organizations participating in the development, design, construction, and workforce of OTIA III. The entire Project team, in providing management, design, construction, and all workforce opportunities, consulting, or other services, is responsible for producing diversity results appropriate for their respective roles. The program management, staff, consultants, and Design Builder, commit to the full and faithful execution of this Diversity Program.

Through a full commitment, integration and execution of the Diversity Program the Agency will deliver on the legislature’s objective to “Maximize involvement and coordination of Oregon state agency programs including but not limited to those in support of Disadvantaged Business Enterprises, Women and Minority Businesses, Emerging Small Businesses, the Work-Source Workforce Development System, apprenticeship training, workforce diversity and workplace safety in the delivery of OTIA III.”

The Oregon Department of Transportation and Oregon Bridge Delivery Partners will adhere to the principles of Federal Executive Order 11246 to provide a labor pool of qualified, skilled workers and increase the use of the apprenticeship program.

Federal Executive Order 11246, as amended, prohibits federal contractors and federally assisted construction contractors and subcontractors who do over $10,000 in Government business in one year from discriminating in employment decisions on the basis of race, color, religion, sex, or national origin:

“The contractor will not discriminate against any employee or applicant for employment because of race, color, religion, sex, or national origin. The contractor will take affirmative action to ensure that applicants are employed, and that employees are treated during employment, without regard to their race, color, religion, sex or national origin. Such action shall include, but not be limited to the following: employment, upgrading, demotion, or transfer; recruitment or recruitment advertising; layoff or termination; rates of pay or other forms of compensation; and selection for training, including apprenticeship. The contractor agrees to post in conspicuous places, available to employees and applicants for employment, notices to be provided by the contracting officer setting forth the provisions of this nondiscrimination clause.”
